Statement 1 is correct. The Rural Livelihood scheme for Northeastern states is being supported by the World Bank and will primarily benefit the tribals and the lower socioeconomic groups, including women, in the North-Eastern Region (NER).

Statement 2 is correct. The Department of Development of North-Eastern Region (DoNER) has come out with an exclusive "Rural Livelihood" scheme for the Northeast. Initially it is to be implemented in four states, - Mizoram, Nagaland, Sikkim and Tripura, and will be taken up for helping the tribal and even the non-tribal lower groups living in remote areas. The project is aimed at assisting over 10,000 Self Help Groups (SHGs) and benefit about three lakh poor households.

  • The Constitution provides that the election shall be held in accordance with the System of Proportional Representation by means of single transferable vote and the voting at such election shall be by secret ballot. In this system, the elector has to mark preferences against the names of the candidates. Preference can be marked in the international form of Indian numerals, in Roman form, or in the form in any recognised Indian languages. Preference has to be marked in figures only. The elector can mark as many preference as the number of candidates. While the marking of the first preference is compulsory for the ballot paper to be valid, other preferences are optional.   • The Constitution has expressly provided that election to the office of President shall be by secret ballot. Therefore, the electors are expected to scrupulously maintain secrecy of vote. There is no concept of open voting at this election and showing the ballot to anyone under any circumstances in the case of Presidential and Vice Presidential elections is totally prohibited. In this connection, it is also clarified that political parties cannot issue any whip to their MPs and MLAs in the matter of voting in the Presidential election.

Lord Cornwallis, the British Governor General of India, introduced 48 regulations in 1793 which are generally known as the Cornwallis Code. This Code originated from a number of earlier regulations, viz, the orders and regulations introduced between 1772 and 1790, Hindu and Muslim laws, traditional institutions, the regulations of permanent settlement, and the British laws. The aim of the Cornwallis Code was to introduce an institutional code of law and an administrative system suitable for British colonial state. On 1 May 1793, Cornwallis announced his Code.
